Background and current situation

Enerstar started development activities in Chile in September 2012 with a comprehensive survey of the Northern Interconnected System (SING) in which different sites for the construction of a CSP plant were located.


Then followed an initial phase in which the development team was consolidated in Chile, Enerstar America SpA subsidiary was established, and the final location for the project in the municipality of Maria Elena was selected.

From there conceptural engineering was developed and a number of technical and environmental studies were undertaken.

n June 2019, after more than five years of development in Chile, Enerstar América sold its stake in the CEME1 project to the GM Renawables Group. This project, which was originally developed as a hybrid solar plant, with CSP and PV technology, has finally been redesigned as a pure PV plant with 480 MW of peak power and is now under construccion.

  • July 2013 - Project location in Maria Elena was selected


  • July 2013. Enerstar America SpA was constituted in Santiago de Chile.

  • November 2013. Signing of an agreement with the mining company who owns the mining rights of the land.  Presentation of the project in the Town of Maria Elena.

  • January 2014 Radiation study completed..


  • January 2014.  WorleyParsons conceptual engineering study executed

  • March 2014 a territorial strategic study was conducted with the company Chile Registros

  • June 2014. environmental baseline study with the company and Ciudad y Patrimonio.

  • December 2014. interconnection studies developed by the company Valgesta Energia.

  • May 2015. Constitution of Special Porpouse Vehicle company (SPV) CEME1 SpA.

  • June 2015. Presentation of the project to various agencies of the central and regional government.

  • July 2015 The project aplication is presented in the Ministry of National Assets in the region of Antofagasta to obtain Onerous Concession Land use (CUO).

  • August 2015.  WorleyParsons concludes the basic engineering project.

  • November 2015 Environmental study developed by Amec - Foster Wheeler concludes.

  • December 2015.The project Environmental Impact Statement (DIA) application is presented in the SEA of Antofagasta.

  • December 2016. The project obtains the favorable Environmental Qualification Resolution (RCA).

  • July 2017. Legal easements that affect the land of the Power Plant are satisfactorily resolved.

  • December 2018. The Special Commission for Appraisals is constituted and the CUOs files of the project entered to determine the value of their concessional income.

  • June 2019 The GM Renewables group acquires 100% of the shares of CEME1 SpA and redefines the design of the project as a pure PV plant with 480 MW of power.
  • Dec 2019. The SEA of Antofagasta approves the relevance for the change of technology.
  • October 2020. The Ministry of National Assets grants the Concession for the use of fiscal land to the project.
  • June 2021. The construction of the project starts.

Once all the technical and environmental studies and the detailed engineering were completed, the owner of the project, GM Renewables, activated the construction phase in June 2021
